Stargate Command (SGC) consists of twenty-eight levels, located some one thousand meters underground beneath Cheyenne Mountain in Colorado Springs. This affords security from most forms of conventional attack and facilitates securing the base should some disaster occur through the Stargate. The SGC base is split up into two main sections – Levels 1 through 11 and Levels 12 through 28.

Water is provided with a 4-reservoir, 1.5-million gallon capacity. Air is drawn from the surface and screened through a system of chemical/biological/radiological (CBR) filters to remove harmful germs and/or radioactive and chemical particles.

Access to the Cheyenne Mountain Complex is restricted. Only authorised personnel are allowed inside the base and the handful of administrative buildings on the surface. The mountain entrance consists of three defence perimeters and checkpoints, each of which requires authorization before personnel may proceed.

Military personnel guard the entrance at all times, armed with assault rifles and authorised to shoot intruders. The road into the facility twists and turns, thwarting any high-speed incursions past the checkpoints, and cement and steel barriers are deployed along the road to prevent unauthorised access into the tunnels. The area outside the mountain complex is guarded by two batteries of surface-to-air missiles, with air support available from Peterson Air Force Base out of Colorado Springs.

Once access into the tunnel is achieved, the trip down to the primary staging area is one third of a mile, with its own check-point security system. The access tunnel to this facility can be sealed with a 25-ton steel and concrete composite door, securing the base from the outside world. The final security checkpoint requires personnel to submit to a hand-scan before their entry to the base is authorised.

The main level covers 4.5 acres of cleared-out stone with steel-lined walls to protect the facility from electromagnetic pulse (EMP). Air pressure sensors located at both the north and south tunnel entrances detect the presence of nuclear detonation and automatically seal the mountain.

These levels comprise the bulk of the administration areas for both the SGC (Stargate Command) and NORAD (North American Aerospace Defense Command), including personnel, payroll and accounting. All requisitions and authorisation orders are processed through the administration areas. These levels also contain a waiting room where SGC visitors stay until they receive authorisation to enter the rest of the facility and their escort arrives.

The administrations areas include all records and the SGC's secondary computer system, containing date non-critical to the base's operations. In the event of a systems failure, the base can transfer control between the primary and secondary systems to operate the structure's facilities.

Level 1 hosts only a small staff presence and access point. It mostly contains the air flow system that pulls air from the surface and shunts it down into the facility through the purification system. Air ducts lead down to Level 11, where a secondary air flow system (based on Level 10) channels air down to the lower levels of the SGC. In the event of a failure, either system can provide limited air flow for the entire facility until repairs can be initiated. Armed guards cover all access points to the elevators or stairwells on Level 1 at all times.

Levels 3 and 4 house the SGC's accounting and records departments. Out of date records are transferred to the archives on Level 24. There is also a small mess area. (The main mess hall is located on Level 22.)

The troop transport coming up the main road came to a rumbling stop as it rounded a bend about a mile out from the Cheyenne Mountain complex gates. Two soldiers automatically dropped out of the back rounding either side of the truck, while the passenger of the cab got out revealing his SrA stripes and the only one of the three not toting an assault rifle. 

"You lost Mister?" the officer said, hand on the holstered sidearm even as he spoke ever so politely.  The man he addressed was in faded black jeans, with steel heel black western boots. A simple white t-shirt tucked into the tightened belt the officer noted had no holster straps, nor did the simple black denim coat bulge around the back or underarm indicating other weapons.  The USMC regulation duffel on his back however, was so full it was solid, giving away no indication of it's contents.

"Just on my way, sir," Donavan replied, his customary ever polite manner wasn't as superficial as the officer's. His blue eyes remained on the lead soldier as he turned around and showed his hands, empty of weapons, unless you counted the shoulder strap of the duffel. "I once called this place home.  I find myself in need of one again... If I'm unwelcome..." He let the unspoken end of the statement hang between them, leaving the ball in the officer's court.

Ryan took a closer look at the guy and then brushed his cap back. "Colonel Lee? Damn me sir I hardly recognised you. Go right  in sir. But you had best hurry, we have a big day today and someone special is about five minutes behind you." He told him.

Donavan gave the Lt a semblance of a smile, which was in truth a slight pressing together of the lips, and rise to the edges of his mouth.  For the reserved man it was practically a song and dance.  Adjusting the shoulder of his duffel he inclined his head in silent thanks, and continued to make his way up the road on foot, waving off the troop transport ahead of him, sure they'd more than likely tell the gate he was coming. 

When he dd get to the gate, he let the entry level security unpack, scan and repack his duffel, which contained only clothing, a uniform, a spare set of black unadorned BDU's, and a few cd's.  When asked for his papers, he readily handed over his passport, and his discharge paperwork from the disbanded Detachment One program, effectively making him a civilian, though on active recall reserve listing. 

Collecting his things, and retrieving his paperwork, he signed into the guest list, noted the time on the analog watch he wore on the inside of his left wrist, and followed the soldier escort to the staging area, and a side room where he was to wait for someone to address his unannounced presence here.

0925 hours

The thump thump sound of a dark green US Marines helicopter was heard coming right over the top of Colorado mountain. The exterior carpark had been cleared and a large yellow circle painted in the centre, a red carpet had been rolled out and a black Cadillac was parked nearby; as well as several black Chevy Silverados.

The CH53 landed dead centre of the circle, a smartly dressed Marine corporal lowered the air stairs the stood at the bottom standing to attention. The next one out was President Wilson Bomana, then his wife Nicole with their children, Madeline (13) and Jack (7). There was several air force personnel to greet them and with them also were some officials from the Pentagon and several ambassadors from a few of the Embassies involved in the Star Gate programme.

The tall ex Marine who was now President of the worlds most powerful nation looked at his watch. Sean was due to meet him in about three minutes and he was pretty sure the old Commander he knew wouldn't be late. Still standing her under the sun wasn't a picnic as the temperature started to climb.

"Stop worrying Wil, he'll be here." Nicole said to him as she eyed the other officials getting a little angsty.

"I know the guy well Nic, we served together remember. Geez, that seems so long ago now." He replied. His mind cast back to the first Gulf War and his air support. Bringing his Harrier low over a very thankful SEAL team and Sean waving his arm off in appreciation. That made him smile.

Just before both Sean and Sarah stepped outside, the admiral overheard the static followed by the broadcasting of Cheryl's question on a nearby SF's radio.  The airman standing guard gave both officers a snappy salute which was immediately returned, then Sean pointed to the airman's radio.  "Mind if I borrow that for a moment, airman?"  The SF complied with the admiral's request, and promptly detached his radio from his belt and handed it over to Sean.

Once the channel was clear, he pressed the transmit button.

"Five, maybe six minutes Lieutenant.  The President and his entourage are standing outside, and it's not polite to keep them waiting.  Have everyone line up but in parade rest until we arrive on level seventeen.  Then full attention until the President completes his inspection."

Sean pressed the button twice more, sending two bursts of static across the wire then handed the radio back to the airman.  He and Sarah then donned their respective officer's caps, and stepped out into the sunshine.  There, Sean silently assessed the situation as he and his first officer approached.  The President was there, as was the First Lady and their two children.  So were several politicians, undoubtedly members from various Congressional committees and possibly one or two from the IOA. The Secretaries of Defense, the Navy, and the Air Force were part of the group.  Sean fought to keep the frown from his face when he saw someone familiar, and it had only been six months or so since he last saw him.

Lieutenant General Jack O'Neill.

"This doesn't look good, Sean," Sarah whispered to her superior but kept looking straight ahead.  "Jack's here."

"Jack will be on a tight leash." Sean kept his voice low.  "Head of Homeworld Security or not, he knows better than to openly dress me down in front of the President.  And with good reason."

"And that is?" Sarah asked quietly.

"President Bomana was the one who signed the executive order to promote me to rear admiral, even though he didn't need to be overly convinced by SECNAV or SECDEF.  The President is a former Marine fighter pilot.  From what I recall he held the rank of Captain or Major during the first Gulf War, and it was his squadron of Harrier jump jets that bailed out the SEAL team I was part of.  My CO at that time bought the first round of drinks for his flight group.  Apparently he kept tabs on me since he got out and decided to run for office."

That was certainly news to Sarah.   "Any idea why?"

"You know I've never been one to play politics, Sarah," Sean said, knowing that any moment they would be within earshot.  "But apparently he got a glimpse at my service records and decided that my being a naval Captain wasn't good enough.  SECNAV and SECDEF were basically echoing his own thoughts.  But as for why Jack needs to be on his best behavior, as does everyone else who came with the President; well, it's not wise to upset a Marine."

That last line brought a smile to Sarah's lips, which quickly disappeared as both she and Sean stopped a few paces from the President and saluted him.  Both would hold it until the President returned it.

"Mister President, on behalf of the Stargate Program, welcome to Cheyenne Mountain," Sean said.  "The men and women under my command are currently standing by for your inspection."

It was like old times and Wil had never missed a beat. He was never one much for protocol, neither since he gained office, nor as a marine; quite often it was Nicole or Maddy who had to remind him. He gave off a snappy salute in return and grinned widely, all the more exaggerated by his round beard., "Admiral, or is it still Sean for old buddies?" He queried and Nicole promptly elbowed him. "You've not met the family, Nicole my loving wife, and these two rascals are Madeline and Jack. He was named after that guy standing over there quietly." His head nodded towards O'Neill.



"How do you do Admiral, we've heard a lot about you." Nicole said softly.



"I'm goin in the ROTC next year!" Maddy exclaimed happily. Little Jack became suddenly shy.



Wil chuckled a little and inclined his head behind him. "You've got as well as our guys from Washington, the British Ambassador, his Australian, Russian and French counterparts and a few military attache's. You sure you have room for us all?"



Nicole left her husbands side and stood near Sarah. "We've met before I think. Sarah Devlin isn't it?" She asked. "Wil, I think we should be getting this done sooner. From what Sean's aide told us last yesterday this was going to be a long day."

Sean lowered his hand and let it rest at his side.  He knew how to stand at attention like a proper military officer should, and managed to keep the smile from his face when implied if it was permissible to breach formalities.  "Begging your pardon, Mister President," Sean replied, "but I respectfully ask that we maintain decorum while you're here on official business."  A slight smirk came to his lips when the First Lady gently elbowed her husband, which was promptly removed.  The President introduced his family to the admiral, and when asked how he fared Sean gave a simple reply.  "I'm fine, thank you, Mrs. Bomana," he said with a courteous smile.  It widened a bit when Madeline, the First Daughter, exclaimed she was going into the ROTC program next year.  Perhaps she may follow in her father's footsteps and join the Corps, Sean thought to himself.  We'll see.

His attention returned to the President when several officials were identified, then nodded when asked about having rooms for them.  "I'll have someone reserve rooms on Level Fifteen for them, Mister President," Sean said.  "Once we get inside I'll pass word to my top non-commissioned officer, Chief Master Sergeant Walter Harriman, to take care of it."

Sarah stood at ease once the President returned the salute, then smiled at the First Lady when she walked up to her.  "Yes, ma'am, it is.  How nice to see you again."  It had been a while since she last saw Mrs Bomana, but where she couldn't quite recall at the moment.  The First Lady then reminded her husband about the busy schedule, and Sarah spared a glance at Sean.  No doubt that Angie had already taken care of things on her end, but part of Sarah wished the other woman would stay out of official SGC business.  To her, Sean had no right going to someone not under his direct authority, but there was a hint of personal jealousy, too.  Sarah and Angela were about the same age, and while she knew Sean couldn't violate the non-fraternization policy between officers and enlisted personnel, Sarah couldn't help but wonder if the man only viewed her as a fellow officer and comrade-in-arms, and had his designs on Angela.

He's so by-the-book that he won't make the first move, she thought.  After the President and his party leave, if I can speak candidly to Sean perhaps we might be able to get this worked out.  It's not like I don't have feelings for him still.  I do, but it's his sense of duty and honor that keeps him from compromising his standards.  I also wonder if he's still upset with me for leaving him like I did, after that argument we had.  She briefly closed her eyes for a moment and let out a silent sigh.  If he knew what I was thinking right now, he'd tell me to be honest with him.  I will, but now's not the time.

Sean was oblivious to this, of course.  Making eye contact with the three service secretaries present and with Jack, Sean made sure to salute them before gesturing in the direction of the entrance.  "Shall we, then?" he asked.

The President gave Sean a quick white grin and nodded to his aide, the Marine Lieutenant spoke rapidly into his radio and within moments the limousines and Silverados surrounded the presidential party and officials; door were opened by both service personnel and black suited agents, all seemingly with their eyes everywhere at once. The kids were first in naturally and Wilson with his wife followed. "Sean, Sarah, ride with us, plenty of room."

"I remember now." Nicole said as she took her husbands arm. "It was at the presentation aboard the Iwo Jima after you returned from the gulf three years ago. Wilson was still Secretary of Defense at the time." She recalled to Sarah.

As they climbed into the black Cadillac Wilson looked at Sean. "Got a couple of surprises for you when we're inside."

Sean wasn't inclined to turn down the President's offer to ride with him, and merely shrugged at Sarah to let her silently know that it probably was the most logical choice to make.  Still, a part of him devoutly wished the CIC would use a bit of professionalism when addressing him and his temporary executive officer.  Still, he waited for Sarah to remove her cover and enter the vehicle first.  It wasn't so much as a "ladies first" tradition, but rather because military custom stated that a junior officer typically entered a vehicle before the senior officer.  But he wouldn't be the first to get out of the limousine, either, as that privilege was held for the President.  While waiting for Sarah to get in, he took a brief glance at the other vehicles that had arrived.  Jack was getting into one, as were the service secretaries into another.   Other dignitaries were following suit.

His attention was returned to the vehicle when the President spoke to him.  Sean forced a smile to his lips.

Great, he thought to himself.  I can't wait to see what this is going to involve.

Sarah nodded as the president's wife spoke.  "Oh, yes, I remember that day," she said.  It wasn't always a fondly remembered day.  There were many people she hadn't known and many that you wouldn't want to cross.  Although she did remember meeting the president and his wife now.  But like Nicole said, he hadn't been president then.  Sarah glanced around as the vehicles arrived and the agents and other personal climbed out of the various vehicles.  She stood straight as the president and his family climbed in.  She was slightly surprised by the request from the president for her and Sean to ride with them.  She glanced at Sean briefly.  Well, there didn't seem to be any reason why they should argue.

Sarah sighed softly before slipping into the vehicle.  She would much rather be up in the air, but a limo would have to do for now.  Sarah wondered just what surprises the president meant.  She caught herself glancing at Sean again, trying to read his expressions.  Of all people to have feelings for.  Why him? she wondered to herself.  Of course now was not the time to think about that.

As soon as everyone had taken a seat and the doors closed, the cars began the short cruise into Colorado Mountain itself, through the great blast doors and into the interior car park. All along the lighted way, Air Force, Marines and those from the countries taking part in the Stargate Programme, lined the underground road, standing stiffly at attention with their rifles held in front of them. Madi and Jack simply stared at the sight as the cars and SUV's swished by.

Once inside Wilson relaxed visibly. He earlier banter was nerves, yet now his face took a serious tone and Nicole held his hand tightly. "I wanted you both to ride with me for a reason." He began. "The Russians, Chinese and French are forcing our hand. Full disclosure by eight PM tonight or they will and Sean you know once those three start playing dirty no one will back us up. This ceremony will be the ideal conduit for it; but I still  need you..damn it man I have no idea what to say."

"Begging your pardon, Mister President," Sean said, leaning forward in his seat.  "But isn't the International Oversight Advisory board already an extension of the UN Security Council?" Sean was never one to play politics as he genuinely distrusted the system and how it was often "gamed" by those who played it; i.e. the politicians themselves.  The IOA, he knew, was already a coalition of nations who already knew of the existence of both the Stargate and SGC.  It was the IOA that called the shots when it came to funding the SGC itself, but the whole process started several years ago when the Russians and Americans revealed the existence of the Stargate to the Chinese, French, and British.  From what he had read, the IOA was created as a result of some backdoor dealing within the UN Security Council, but what he couldn't understand was why the Russians, Chinese, and French were raising a fuss.  And that was precisely the point Sean would raise.  "Russia, China, and France are all permanent members of the UN Security Council.  They should already know what goes on here at the SGC, let alone the entire program itself.  It's my understanding that they agreed to keep their mouths shut after the IOA was created and they each sent a representative.  They need to be reminded of the original deal."

"Now, if China's barking about the loss of the Sun Tzu, it's not our fault she acted on rogue orders by someone on the inside.  I can only guess that the Chinese brought the Russians and the French in on this so they could out-vote us and the British at the Security Council, to try and get us to compensate them for their loss.  Speaking as the commanding officer of the program, I'm willing to settle for a compromise.  But they have to understand that they can't blow the whistle on this."

Sarah kept quiet as she listened.  Oh, this wasn't sounding good at all.  Why were they choosing this particular time to start causing problems?  It didn't make much sense to her.  She glanced over as Sean started speaking, knowing how much he didn't like politics.  Of course at the moment there wasn't much for her to say.  This was between the two men and she would keep quiet unless they asked her opinion.  That didn't mean that she couldn't listen carefully and store in her mind just what was going on.

Sarah thought that a compromise would probably be for the best.  But only if they could all agree on it.  That was the trick with compromises.  Everyone had to be at least semi happy with the outcome.  She wasn't so sure that the Chinese, Russian, and French would ever be happy with making a compromise.  Sarah glanced over at the president's family.  So much was riding on this.  She just hoped that Sean and the president could figure out a way to come to an agreement so there wasn't more bloodshed and loss of life.
